Program Summary:
Kane County received a total of $103,413,041 through the American Rescue Plan Act's State and Local Fiscal Recovery Fund (SLFRF).
On July 20, 2021 the County Board formed the American Rescue Plan Committee to research and make recommendations to the County Board on how to best utilize the funds. In September of 2021 the County Board hired a Program Manager as well as contracted with consultant firm Ernst & Young for professional management services of all county programs and federal reporting. Together, the Program Manager and consultant firm work with the Kane County State's Attorney, Finance Department, ARP Committee and County Board to administer the program in accordance with all federal, state, and local requirements.
Community Support Grant Program
Through numerous committee discussions, it was decided that a short-term grant program was desirable in order to provide some financial ease for non-profit organizations in the fields of mental/behavioral health, homeless shelters, and food pantries. $4 million dollars was allocated for the Community Support Grant Program, which is still ongoing as of the end of 2022, and over 40 organizations are being helped by this program.
Departmental Projects
Shortly after establishing the Community Support Grant Program the County Board decided to enlist the in-house expertise of department heads and elected officials to identify projects that would benefit the county and its residents. After an application and review process, a total of $42 million dollars was allocated for over 50 departmental projects.
Departmental projects range from critical Information Technology needs, to addressing mental health service levels with the Health Department, and boosting the post-pandemic economic recovery of the tourism, manufacturing, and agricultural industries.
Projects are in various stages of review and completion, with all services rendered and all projects expected to be completed by early 2026.
Revenue Loss and Beyond
The County also utilized the reimbursement option for health and safety payroll expenses, as well as two years' worth of lost revenue replacement as allowed under the ARPA Final Rule. This allows the County to offset the negative economic impacts of the COVID-19 pandemic.
The remaining amount of unallocated funds will be the subject of much discussion in 2023 with all eligible uses of SLFRF funds to be allocated and then reported to the US Treasury by December of 2024. For more details about the Kane ARPA program, please see the document “2022 Recovery Plan" above.
