Additional Questions

Why do we have to opt out instead of opt in to this program?
In the March 2014 Primary Election, voters in unincorporated Kane County, with the exclusion ​of Aurora and Dundee Townships, were presented with this Referendum question: "Shall the County of Kane have the authority to arrange for the supply of electricity for its residential and small commercial retail customers who have not opted out of such program?" A majority (55.2%) voted "yes," enabling the County, pursuant to Section 1-92 of the Illinois Power Agency Act, 20 ILCS 3855/1-92, to establish an opt out program for the aggregation of electric loads of residential and small commercial retail customers.

By 2010, roughly 80% of commercial (huge load) electric accounts in Illinois were taking advantage of the deregulated electric supply industry and had discovered the ability to seek competitive market bids to significantly reduce costs. At that time, barely 3% of residential customers were seeking lower-cost electric supply. To enable customers to have the same advantage as large corporations, universities, manufacturers, etc., Governor Quinn signed the 2009 amendment to the IL Power Agency Act enabling communities to band together in an attempt to pool their electric load to seek lower-cost pricing.

Residential customers seeking lower costs individually are typically unable to achieve the significant cost savings made available through the group buying process of electric aggregation programs. Therefore, the County voters approved the Referendum question, enabling competitive bids to be received. By law, this is an opt-out program. All eligible ratepayers (who are not enrolled on their own with alternative electric suppliers), will be enrolled unless they take action to opt out. Any ratepayer may, at any time, leave the program, and will never incur a termination fee.

Created by a County Board ordinance on June 14, 1988, the Commission is charged with the duties of accepting nominations for sites, districts, or road corridors, which might qualify as historic landmarks and of determining whether or not to recommend that they be designated as such by the County Board. Once a site is designated as historic, no significant alterations, exterior construction, or demolition may be undertaken without a "certificate of appropriateness" from the Commission.

The nine members of the Commission, appointed by the County Board, are drawn from all geographic sections of the County. Ex-officio members are the Director of the Kane County Development and Community Services Department and the President of the Kane County Forest Preserve Commission. Meetings take place at 7:00 p.m. on the fourth Wednesday of each month, when there is business to conduct, at the Kane County Government Center, 719 Batavia Avenue (Rt. 31),  Building A, Geneva.

​The purpose of these maps are to provide a comprehensive, planning-level illustration of where stormwater may accumulate and how it flows across Kane County. Storm sewers and detention basins shown on these maps represent the best available data inventoried by the County to date and/or provided to Kane County by the municipalities. This data is considered planning level information and is not intended to serve as a regulatory map. Regulatory floodplain boundaries prepared by FEMA are shown on this map as a courtesy.​

Areas of POTENTIAL flooding were determined through a simple surface "fill" analysis using the latest Digital Elevation Model (DEM) for Kane County (created from 2017 Lidar data; 0.2ft vertical accuracy). The analysis illustrates the maximum potential flooding depth of all depressions in the l​andscape. These areas of potential inundation reflect the maximum possible level of flooding if the underlying drain tile, storm sewer or culvert pipe intended to drain these areas were not functional under extreme storm conditions; thus providing the viewer with an absolute  "worst case scenario" illustration of possible flooding if the manmade infrastructure malfunctioned or became inoperable.

Operations and Maintenance

​The Building Management department manages the preventative and ongoing maintenance, operations and improvement of County facilities. This includes but is not limited to routine custodial services, waste removal, snow removal and grounds maintenance and operations of building systems such as heating and air conditioning systems, energy management systems, plumbing, door locks, electrical, flooring, pavement and sidewalk and more.

Capital Program and Project Management

The department also manages the long-term planning for County owned facilities and working with contractors and consultants, oversees the management of capital improvement projects for renovation work and new construction.

The Building capital program is a 5-year plan that funds engineering studies and implementation of capital improvements including but not limited to the following:

• courtroom renovation and construction

This division prepares and updates the County's 2040 Land Resource Management Plan and coordinates the Planning Partnership Program with the municipalities and with regional, state and federal agencies in their planning programs.

To maintain the County's 2040 Plan, the division prepares detailed inventories of the county's environmental, social and economic resources and analyzes trends in order to anticipate future changes.  Planning and development goals prepared by the Kane County Regional Planning Commission for public review are used to develop the plan.  The plan provides the citizens of Kane County with a guide for future land use in both verbal and graphic form.  The County Board, through the Zoning and Subdivision ordinances, has sole authority for implementing the plan.

This division also provides staff support to Kane County's Agriculture, Development, Energy & Environmental, and Jobs Committees.

Page Content: The Community Services section of the Development & Community Services Department includes the administration of cable television issues, address assignments, and dangerous building demolition for the unincorporated areas of the county.  Special projects and community assistance activities are also undertaken by this division.


Cable Television

Kane County is the franchiser for cable television services in the unincorporated areas only.  Cable television subscribers are encouraged to direct all questions regarding billing, services and installation to the cable customer service phone number on their cable television bill. For any unresolved complaints or concerns, call 630-232-3482.

Kane County and the U.S.D.A. through its federal farmland protection program have invested over $32.6 million dollars in Kane County to permanently protect its rich farmland in agricultural conservation easements. Since 2001, Kane County has invested over $19.9 million dollars in Riverboat funds matched by more than $12.6 in federal funds from the Federal Farmland Protection Program. 

Twenty-nine family-owned and operated farms (4,927 acres) have been permanently protected through this voluntary program since 2001.  This award winning program has a waiting list of farms totally 1,500 acres waiting to be protected.

Kane County was Illinois' first county to:

• Protect
  farms by ordinance from nuisance lawsuits, 1991

• ​Develop
  a stormwater ordinance to protect farmland, 2000

• Establish
  a Farmland Protection Program, 2001

• Assist
  farmers in maintaining productive soils with a
  farmland drainage assistance program, 2003
  

In 2012, Kane County received a grant from the Pew Charitable Trust to conduct a Health Impact Assessment of the Farmland Protection Program to determine the health benefits to residents by increasing the amount of local food production in the County.  Kane County Farm Bureau is a partner in this prestigious and highly competitive grant.  Using national economic and agricultural experts, Kane County will learn how best to expand its agricultural economy to create more jobs and more fresh food.

Kane County has received awards and recognition from national and state level - American Planning Association and the Trust for Public Land and has been featured prominently in national, regional and local publications.

Subdivision Administration is part of the Kane County Division of Environmental and Water Resources, ​and is administered by Deanne Orlik who is responsible for the management and enforcement of the Kane County Subdivision Regulations within unincorporated Kane County. In general, any division or redivision of a parcel of land into 2 or more parts by means of mapping, platting, conveyance, change or rearrangement of boundaries is considered a subdivision.

The subdivision staff process all proposed developments in accordance with the Subdivision Regulations. All concept plans, preliminary plans, improvement plans, and final plats for subdivisions are received and guided through the Subdivision Regulation process. This process includes guidance from the County's adopted Land Resource Management Plan, planning and historic preservation policies, and other agencies input.

​​Kane County Electric Aggregation Rates

Beginning August 2021, a new contract with Eligo Energy will go into effect. The rate will track the ComEd rate exactly for 24 months to August 2023. The annualized ComEd base rate for the Energy Year June 1, 2021 to May 30, 2022 is 7.127¢ per kWh. The ComEd rate (and rate for the County program with Eligo) also includes a monthly variable called the Purchased Electricity Adjustment (PEA). In the program with Eligo, residents and small businesses enrolled in the aggregation program will always pay exactly the ComEd rate, including ComEd’s variable PEA.​

Electric Aggregation Program for Unincorporated Kane County

What is electric aggregation?
Section 1-92 of the Illinois Power Agency Act​ allows for the aggregation of electric load by municipalities and counties. This means a municipality or county can negotiate for the purchase of the combined electric supply of its​ residents and eligible small businesses.

Why is Kane County implementing an electric aggregation program?
In April 2014, a majority of voters in unincorporated Kane County passed a referendum​ allowing the County to arrange for the supply of electricity for residential and small commercial customers through an electric aggregation program.
